• 1 1/2 cups water
• 1/2 cup oil
• 1 can Eagle Brand Milk, divided
• 1 pound caramel candies (52 pieces)
• chopped pecans

Icing

• 1 stick margarine
• 2 tablespoons cocoa
• 6 tablespoons evaporated canned milk
• 1 pound powdered sugar
• 1 teaspoon vanilla
