Crab Cakes with Herbed Mayonnaise

- Nonstick vegetable oil spray
- 1/2 cup minced green onions
- 1/2 cup finely chopped celery
- 1/4 cup mayonnaise
- 2 tbsp minced fresh dill
- 1 tbsp Old Bay seasoning
- 1 tbsp Dijon mustard
- 2 tsp fresh lemon juice
- 2 tsp grated lemon peel
- 1 pound fresh crabmeat, picked over, drained
- 4 cups fresh breadcrumbs made from crustless French bread
- 2 large egg yolks, beaten to blend
- Herbed Mayonnaise (see recipe below)*
- Fresh basil sprigs (optional)
