Potato Turnip Gratin with Horseradish Cream

ingredients
- 1 1/4 cups whipping cream
- 1 1/4 cups half and half
- 2 pounds russet potatoes, peeled, thinly sliced
- 1 1/4 pounds turnips, peeled, halved, thinly sliced
- 1/4 cup cream style horseradish
- 1 tsp minced fresh rosemary or 1/2 tsp dried
