- 1 chicken, about 2 to 2 1/2 pounds, cut up
- 2 cups flour
- 1 teaspoon salt
- 1/4 teaspoon pepper

- 2 tablespoons butter
- 4 tablespoons flour
- salt and pepper, to taste
- 1 cup milk
- 1 cup water
