Alligator in Sauce Piquant

- 1/4 cup extra virgin olive oil
- 2 cups chopped onions
- 1 tablespoon crushed garlic
- 1/2 cup chopped celery
- 1/2 cup chopped green or red bell pepper
- 2 8-ounce cans tomato sauce
- 1 10-ounce can Rotel tomatoes (tomatoes and green chilies)
- 2 tablespoons Worcestershire sauce
- 1/4 teaspoon dried basil
- 1 bay leaf
- 1/4 teaspoon dried oregano
- 2 pounds 1" cubed Alligator meat, from the tail
- 1/4 cup chopped shallots
- 1/4 cup chopped parsley
- 2 cups long grain white rice
- 2 cups water
- 2 cups chicken stock
- 1/4 teaspoon garlic salt
