Hot Crab and Artichoke Dip

1 (9-oz) package frozen artichoke hearts
1 red bell pepper, finely chopped
3 tbsp unsalted butter
2 tbsp all-purpose flour
1¼ C half-and-half
3 scallions, thinly sliced
2 oz finely grated parmesan (½ cup)
1½ tsp fresh lemon juice, or to taste
1½ tbsp minced drained pickled jalapeño chiles
½ tsp salt
¼ tsp celery salt
¾ lbs jumbo lump crabmeat, picked over
