Hot Fudge Cake

- 1 1/2 cups all-purpose flour
- 1 1/4 cups sugar
- 9 tablespoons cocoa, divided
- 3 teaspoons baking powder
- Scant 1/2 teaspoon salt
- 3/4 cup whole milk
- 3 tablespoons vegetable oil
- 1 1/2 teaspoons vanilla
- 1 1/2 cups packed brown sugar
- 2 1/2 cups + 1/8 cup hot water
